Patch to correctly decode h248v1 packets.

Running on Linux 2.6.26-2-686, with libpcap version 1.0.0, GnuTLS 2.8.3, Gcrypt
1.4.4.

Built using gcc 4.3.4.

Current SVN does not correctly parse h248v1 packets.  Attached patch file
corrects the remaining issues.

Previous update to SVN corrected most issues.  This patch resolves cases where
a h248v1 packet decodes an octet string in the "value" node found in
h248v1-support.asn file.
