Hi,
According to 3GPP TS 29.060 version 8.8.0 Release 8:
"The Target Identification information element contains the identification of a
target RNC. Octets 4-n shall be encoded
as the Target RNC-ID part of the "Target ID" parameter in 3GPP TS 25.413 [7]."

Looking at TargetRNC-ID in RANAP it has an OPTIONAL parameter in order to
indicate that the original ASN1 structure must be retained so I think the
current Wireshark dissection is correct. Using Version 1.2.1 (SVN Rev 29141)
the Alcatel - Alcatel trace decodes properly (TargetID) "CHOICE" included in
the structure.

So I'll leave it as it is now.
