The directory is there for everyone to build their own debian package. Since
the Debian packaging tools demand it the be right there, with that name, I've
made a lot of effort to make it work.

Furthermore downstream shouldn't care about what upstream provides.
Distributions always rework the sources to some extend to make it fit their
specific needs. Debian is no different in that respect. Its build tooling
provides the full set of packaging related files, the source tarball,
description, patches, etc. If the distribution packaging files were equal to
upstreams, upstream might be willing to drop theirs and depend on downstream to
provide them.
Not in this case. Debian still refuses to use dumpcap as setuid, hence still
forces users to run Wireshark as root. This is overdue for two years now, but
still it's packaged this way by downstream. 

Downstream just wants to do it differently then upstream, great, that's what
distributions do. Upstream might even pick stuff up, just not this case.
