Add Diameter EAP dissection.

Diameter messages of EAP application (id 5, rfc 4072) are not displayed
properly in wireshark.

The attached patch fixes the dictionary entries and also allows decoding of the
EAP payload inside a packet.

The patch was written for wireshark 1.0.3 but should apply on the latest trunk
(not tested though).

I can provide a capture for testing the new dissection if needed.
