What happens if you:

    reboot;

    run "dumpcap -D";

    remove a device;

    add the device back;

    run "dumpcap -D"?

If the device doesn't show up the second time you run "dumpcap -D", what
happens if you:

    install WinDump from http://www.winpcap.org/windump/install/default.htm;

    reboot;

    run "windump -D";

    remove a device;

    add the device back;

    run "windump -D"?
