updated Dissector patch for CoS Capability attributes in BGP UPDATE messages

1.2.3.3, without POSIX capabilities, without libpcre, without SMI, without
c-ares, without ADNS, without Lua, without GnuTLS, without Gcrypt, without
Kerberos, without GeoIP, without PortAudio, without AirPcap.
NOTE: this build doesn't support the "matches" operator for Wireshark filter
syntax.

Running on Linux 2.6.24-23-generic, with libpcap version 0.9.8.

Built using gcc 4.2.4 (Ubuntu 4.2.4-1ubuntu3).

The CoS Capability extended community has been changed to a transitive ext.
community and was reassigned an IANA type number. It has changed from 0x40 to
0x05. see: http://www.iana.org/assignments/bgp-extended-communities
