Due to a missing offset the Switch-Measure-Switch and Switch-Measure values
are incorrectly displayed e.g. as follows (please refer to the attached pcap
using Decode User DLT 0 as gsm_a_dtap):

            Switch-Measure-Switch value: (7) 7/4 timeslot (~1008 microseconds)
            Switch-Measure value: (1) 1/4 timeslot (~144 microseconds)

The proposed patch below (against SVN revision 28329) fixes the value
displayed according to TS 24.008, section 10.5.5.12a/table 10.5.146:

            Switch-Measure-Switch value: (7) 8/4 timeslot (~1152 microseconds)
            Switch-Measure value: (1) 2/4 timeslot (~288 microseconds)
