Adds decoding of ipv6prefix to packet-radius

with GnuTLS 2.4.2, with Gcrypt 1.4.1, with MIT Kerberos.

Running on Linux 2.6.26-1-amd64, with libpcap version 0.9.8.

Built using gcc 4.3.2.

The first attached patch against current SVN adds decoding of ipv6prefix
attributes as defined in RFC 3162 to packet-radius

I currently know of two such attributes:
 Framed-IPv6-Prefix (RFC 3162)
 Delegated-IPv6-Prefix (RFC 4818)

The second patch updates the dictionaries so that this code is used.  This is
consistent with FreeRADIUS.
