Looking at the protocol closer, the first three bits are always 000. Adding
this check may improve the chances of incorrectly decoding valid 802.2 packets
as CCSDS. That's the best I can think of for testing the presence of CCSDS
packets. Maybe if I study the 802.2, there can be some better checks?
Regarding the snaplength, can tvb_reported_length() know the actual length of
the packet even if the full packet was not captured?
