New f_k() function as specified in 3GPP 44.018 annex J.5

Currently, the decoding of RR frequency list information elements can give
wrong results when the list was encoded using 1024, 512, 256 or 128 ranges.
In fact function f_k() used in the decoding is buggy and gives incorrect
results.
The attached patch replace the function with a valid one as specified in 3GPP
44.018 annex J.5.
