In Wireshark build version 1.0.3 this issue is still a problem due to the
version of GTK+ and telling the Win-32 installer to only use the GTK1 interface
is no longer an option.
Editing the gtkrc file produces no joy when trying to edit the colors of the
text.
The end-user solution is to install with the default options, so as to obtain
the Windows default GTK+ look and feel. Then do a selective update from the
GTK+ latest Stable Release, e.g. gtk+-bundle_2.14.1-20080905-1_win32.zip by
copying in at least the following updated files:

On restart, Wireshark now uses the intended Windows colors for menu items and
the packet display windows, e.g. menus are black text on a light grey
background in the default theme.
Therefore, the bug Wireshark manifests is fixed when the GTK+ version which
Wireshark includes is brought up to date.
