Wireshark does not correctly re-assemble a valid multi fragment message
containing packed digitals.

The capture contains one request / response message.  Our Master Station
software decodes this message OK although Wireshark treats it as a malformed
packet.  The first digital decodes OK being 1 bit with a start and stop index
of 0, but the next 3 digitals do not decode properly, having a start = 2 and
stop = 4.
