RTCP XR packet showing incorrect MOS

In the attached packet capture, and decoding the packet as RTCP, an RTCP XR
VoIP Metrics report block contains the byte 0x2c at offset 0x7c and 0x7d for
the fields 'MOS-LQ' and 'MOS-CQ'.
Expected result: According to RFC 3611 section 4.7.5, 0x2c should indicate a
MOS value of 4.4.
Observed result: Wireshark displays 4.0 for both 'MOS - Listening Quality' and
'MOS - Conversational Quality' in the Packet Details window.
Observed in both Wireshark 0.99.5 and 1.0.0.
