I'm asking because we currently install no files in sysconfdir, and there might
be other files that should be moved there, but not all files that Wireshark
reads during startup, for example, should go there.
Perhaps the difference between "configuration files" (which would go in
sysconfdir) and "data files" (which would go in pkgdatadir) is that the former
describe how Wireshark is set up for this particular installation and the
latter describe, if you will, the outside world, e.g. what the attributes
RADIUS and DIAMETER use are, what the DTDs for various XML-based languages are,
etc..
