I'm using french version of win XP.
I had a look at the text2pcap code. It seems that strptime function is broken
on that OS. It only accepts hours between [01-23]. I don't know how to report a
win XP bug.

Finally, I think this is not a text2pcap problem. But it maybe nice to output
some warning in case hour is 0 or update text2pcap documentation because one
can spend lot of time understanding why timestamp it doesn't work.
