I'd suggest that you ask winpcap-users@xxxxxxxxxxx about this. This sounds a
lot like an issue with Administrator access or UAC.
Try using Windump with the "-D" flag first, leaving Wireshark completely out of
it. (Note that installing Wireshark might also install WinPcap - it definitely
does so if WinPcap isn't installed, and might re-install it if it is - so the
fact that installing Wireshark changes things does *NOT* mean that this is a
Wireshark issue.)
