I'm sorry, but it seems pretty clear from the provided PCAP that the bug is not
in the Wireshark Netflow decoder. That's why I flag the bug as invalid.
The IP ToS provided by Netflow v8 is zero in the packet itself.
The implementation of Netflow v8 on the equipment may not take the IP Tos into
account.
Or maybe it is just plain bogus: the the v5 header Timestamp is completely out
of synch with the v8 header Timestamps.
