Two purposes:
1. Allow users to control the location of their configuration/data files.
2. Allow users to easily switch between sets of configuration/data files.
Maybe I hacked on a plugin and my development version isn't stable yet - I
might want to quickly swap between stable and experimental versions.
If the -P persconf also controls the plugin search path, that would work for me
assuming it disables searching under $HOME/.wireshark. I think $WIRESHARK_HOME
is cleaner but that probably just reflects a paradigm I'm used to.
