I can confirm this problem.
Hmmm, 256 colors were working ok some time ago - I've tried that when I've
written the system requirements in the user's guide.
This seems to be related with our update to the latest GTK 2 versions (the
underlying GUI library we use). I've tried with the latest Gimp version (where
the GTK port to windows actually is coming from) and it shows the same problem.
The GTK 1 version is working even with 256 colors, so you could use this one
(reinstall and select GTK1).
You may want to notice the GTK developers to fix this (as we cannot do a lot
about it) - see their bug tracker on: http://gtk.org/bugs.html
