I completely understand that this is not a bug in wireshark (see my Comment
#2).  Its just that the leading network equipment vendor has chosen to ignore
the standard.  Cisco is not interested in changing their implementation.  Would
it be possible to modify wireshark to be flexible in how it interprets the ASN1
encoded packet address field, so that the many customers using Cisco gear can
sniff IPv6 traps and see them decoded properly?

If not, please close this ticket and I'll implement a practical dissector
myself.
