Those packets are not tcp retransmissions   so they shouldnt be displayed as
tcp retransmissions.these packets are duplicated packets, either duplicated by
a broken device   or , most likely, due to bad interaction between WinPCap and
somethiung like black ice.While these packets should definitely not be
displayed as retransmissions,  they shouldnt really be displayed as
out-of-order either     butsince they are neither   and this is just a broken
capture/stack    and it would be very difficult to accurately detect  
broken-stack/device-causing-packet-duplication     it is not really worth
trying to detect this special case.
