yeah
iis is pretty broken in this regard and it is common to have these thundering herds of notify eating up all bandwidth and cpu.
i would either
1, replace it with apache which is not broken in this regard
2, disable file notifications on the client but that has other sideeffects due to iis stupidity
there is a reason why people dont use iis + fileservers on popular websites.
