That is correct. I am seeing some TOS5 in our routers that should not
be there. I am trying to identify the source and take corrective
action.

Can you expand on your question a bit more? I'm asking because TOS bits
were never used much. They have been replaced with DSCP for the most
part.
Did you mean to say you want to capture IP packets with Precedence (high
order 3 bits of TOS field) set to 5 == Critical?
