Thanks very much for getting back to me. Would you know of any products or
dev platforms that would let you create an app that sampled IP traffic
between, say, a vonage box (or a skype phone/laptop) and a router, which
could be stored as an audio file for playback?

No.  Ethereal captures low-level network packets, not high-level
conversations.  It includes code that, in an existing capture file, can
write out *some* RTP conversations with *some* codecs in, I think, .au
format.

But that's a function of the application, not something designed to use as
an API.
