Hello,

Since both Ethereal and WinPcap are released under a OSS license they may
redistributed freely as long as the license requirements are fullfilled.
For the WinPcap license requirements look here:

For the Ethereal license requirements look here:
http://www.gnu.org/licenses/gpl.html

It basically comes down to adding a few statements to the book about these
license requirements, who has copyright and where to get the code.
