Does it print an error message?  (This is Tethereal, not Ethereal, so it 
won't open an Ethereal window - it'll just print a message that starts 
with "Capturing on".  The packet output will *not* show up in the window 
in which you type the command, it'll just show up in the file.)

What happens if you run

	C:\Programas\Ethereal\tethereal.exe -h
