Regarding WinPcap, refer to http://www.winpcap.org/docs/docs31/html/main.html, and look for the pcap_stats() function.

There is a function to get the packet drops and a few other information (can't remember the exact name).

However, you should read the libpcap/WinPcap documentation and ask the corresponding libpcap/WinPcap mailing list, but not the Ethereal one.

This way, the libpcap/WinPcap developers might be able to give appropriate help and might improve their docs if they see any problems with it.
