No - we only have a tarball, but there are applications on Windows that 
can unpack tarballs (WinZip?).

No - we try to share as much in the way of source file lists, etc. 
between the build files used on UN*Xes and on Windows (so that to add a 
source file to Ethereal you only have to add it in one place, rather 
than having to remember to add the same file in two places, as we often 
*didn't* remember that when you *did* have to add it in two places), so 
we don't have any .dsw files, we just have Makefiles for the 
command-line nmake tool that comes with the various Microsoft compilers.
