Since I started all this :-), I just wanted to chime in...
YES, we were "slicing" packets when they were captured, so this explains
the "Short Frame" messages.
And YES, I thought the Short Frame messages indicated an "error", so I
agree with everyone's suggestions that a clearer diagnostic message will
be helpful.
And here's my two cents on the wording of the diagnostic:
"Not entire packet was captured."

That was the intention I had when changing it the first time. As I'm
developing for Ethereal for quite a while (and don't speak english
natively), it's sometimes difficult to find the right words ...
