As per Gianluca Varenni's mail, first check whether you have the final
version of WinPcap 3.1 (rather than a beta version of WinPcap 3.1, or a
version before 3.1) installed.  If not, un-install the version you
currently have, and install the final version of 3.1, and see if that
fixes the problem.

If not, it's probably a driver problem.
