Are there any plans to formalize the release of an ethereal
library? It seems thus the power of ethereal's dissector integration,
display filter definition and XMLised output can be used to provide
more value add rather than just displaying them on a GUI.
Any input in this regard is much appreciated.

There's no such thing as a separate libethereal project.
Libethereal is generated as an intermediate step while generating
Ethereal/tethereal, mainly to save disc/web space.
Please note, this isn't currently meant as a "classical" library, the
API isn't well documented, and will frequently change deeply without
further notice.
