I've found the simplest way with cygwin is to "make install DESTDIR=\xxxx"
1. Copy all subdirs in that tree to the target PC.
2. Try to run it.
3. Copy a missing DLL to the directory containing ethereal.exe
4. Repeat from 2 until it works.
