You need to install the 'devel' version of gtk+ and glib.
This is from my system:
$ rpm -qa | grep gtk+
gtk2-2.4.14-3.fc3
gtk2-devel-2.4.14-3.fc3

$ rpm -qa | grep glib
glib2-2.4.8-1.fc3
glib2-devel-2.4.8-1.fc3

The package gtk+/glib contains only the libraries but not the include files and the library configuration tool.

   libgtk+1.2=1.2.10-41mdk

Q: Do I have to compile gtk+ ?
