Probably not.

1) Ethereal uses the GTK+ toolkit, not the native Windows toolkit, for display; I don't know whether GTK+ for Windows works on Windows CE.

2) For capturing, Ethereal uses WinPcap; there exists source to a version of WinPcap that might work on Windows CE:

(look for "Windows CE" on that page), but I don't know whether it works, and,a s far as I know, nobody's ever built Ethereal to use it.

3) I don't know what other limitations Windows CE has that Windows 9x and Windows NT 4.0/W2K/WXP/WS2K3 don't have and that might prevent Ethereal from running.

I have never worked with Windows CE, much less with Ethereal on Windows CE. I don't know whether anybody's ever done any work trying to get Ethereal to work with Windows CE.
