I'm using 10.4 and the "Follow TCP Stream" function to
capture data. Some of the captured data is actual
control characters. For example a Hex 02 or <STX>. In
10.4 this function works correctly, meaning the
control characters are in the stored file. In ver 10.9
this seems to be broken. The control codes are not
being saved to the file. Had to back rev to 10.4.

Any suggestions?

Wait for the next release, or get a buildbot build (binaries are available for Windows, but only source is available for other platforms) - it has an additional option to let you display, and save, the raw data for the TCP stream. Look for "buildbot" on the download page for links to the buildbot pages on the main Ethereal site and various mirror sites.
