Yes.

One way is to ask on the mailing list; another is to add it to the 
wishlist on the Wiki.  The former is probably more likely to be seen, as 
people might not be monitoring the Wiki; the latter makes a more 
permanent record of the request.

Yes - in fact, those are the *only* types of plugins Ethereal currently 
supports.  Dissectors written as plugins aren't very different from 
dissectors linked into Ethereal - both are written in C.

information on developing new dissectors.
