I seem to have a trace which contains TCP data packets with no PSH
(push) flag set.  This trace was taken on a windows box using tethereal
and WinPCap 3.0.  Both the viewing and sniffing versions of ethereal are
0.10.7.  

Is it normal to have TCP data in packets without the PSH flag set?  I
didn't think so.  

Note: I can't share the trace as-is since it contains proprietary data,
but I could maybe share a cleaned-up version if absolutely necessary.
