It's a launchable app, in /Applications/Utilities - you can double-click on it.

You could also make it one of your startup items, so it's launched automatically when you log in - select Accounts from System Preferences, click on Startup Items, and drag the X11 icon from /Applications/Utilities into the list.

Using the Apple terminal Application, what would the command be?

That depends on what shell you have, as per my mail - is the prompt printed in Terminal something that ends with "%" (C shell-compatible-shell, command is "setenv DISPLAY :0.0") or something that ends with "$" (Bourne-compatible shell, command is "DISPLAY=:0.0;export DISPLAY")?
