According to the man page, there *CAN* be an ethereal.conf file and preference files. 

However, neither of them exist *by default*.

If you want an ethereal.conf file, you'll have to create it yourself.
(Moreover , I had noticed that the prefernces are not kept in GUI after apply or OK and the next time 
you launch ethereal)


You have to click "Save" to save the preferences.
