I'd view "automatic" and "user defined" as mutually incompatible - I'd
view "automatic" as "not requiring user intervention", i.e. not "user
defined".

Nobody's written any code for saving the "decode as" information to a
file and loading it.

However, Ethereal 0.10.5 does have a heuristic RTP dissector, which
*might* make "decode as" unnecessary in some cases.  It's not enabled by
default, as it might be too weak, i.e. it might consider some non-RTP
packets to be RTP; you have to enable the "Try to decode RTP outside of
conversations" preference for RTP.
