Ethereal has no notion of "profiles" for particular screen sizes, so, no,
there's no way to configure it for handhelds.  Ethereal remembers the last
size the main window was set to, and creates new main windows in that
size, so resizing the main window to an appropriate size should fix that
problem.  However, only in the current CVS version does it remember the
sizes of other windows, such as dialogs, and I don't know whether it
currently remembers the sizes of all secondary windows.

Note also that the Ethereal GUI was designed for "full-size" displays; a
different GUI might be appropriate for small devices such as handhelds -
see, for example, Zethereal for the Sharp Zaurus:
