Yes.

Two other places where GSM SMS traffic could be captured, which still
requires you to have access to your provider's network infrastructure,
is the GSM MAP traffic between the serving MSC and the SMSC (E-interface)
and between the serving BSC and the MSC (A-interface).  Of course these
are typically SS7 on T1/E1 facilities although some operators will have
SS7 over IP.
