And the error report from Windows says that it was a routine in the
Wiretap DLL?

Yes, we changed the version number, because the API changed.  We don't
change it every time the code changes...

...because Wiretap isn't a separate piece of software from Ethereal,
it's released as part of Ethereal.

If you want a newer version of Wiretap, you'd need to get a newer
version of Ethereal.  The current version is 0.10.3.
