"Follow TCP Stream", or TCP graph?

"Follow TCP Stream", as far as I know, has always worked for all
link-layer types.  The TCP graph stuff, however, only works for
Ethernet, PPP, and "raw IP", and still doesn't work for other types; it
should probably be changed to use the TCP tap, which would make it
link-layer-independent.
