No, Ethereal is for more than just Ethernet - we also support Ethernet,
Token Ring, PPP, FDDI, ARCNET, ISDN, 802.11...

...and ATM, along with a number of other link layers.

The problem, as Tom Nisbet noted, is that we don't yet have code to handle
Visual Networks ATM capture files.
