Same problem here 

I'm also using Windows 98SE & WinPcap 3.0 and I can't capture anything.

Tried Dial-up and Lan adapter  - both work fine using 0.10.0.
also deleted old preferences & colourfilters, uninstalling etc....

After deselecting "Update packets in real time" I got an error message.
(something like unable to detect adapter - file not found ) 

On the capture options pane, the "Link-layer header type" was blank 
and ghosted - I guess this might have something to do with it.
(normally reads Ethernet).
