Both Windows and Linux can capture on 100Mbit/s full duplex ethernet cards. The question is whether they can capture at full rate without packet loss.  The short answer is Linux = yes Windows = no (but you may get satisfactory results capturing using WinDump and then analysing with Ethereal afterwards).
