If so, you should try running WinDump:

	http://windump.polito.it/
on the same device as you ran Ethereal and, if it doesn't see the VLAN packets, you should report this to the WinPcap developers: 

	http://winpcap.polito.it/contact.htm

as it's a WinPcap issue.
