Hi.
    All depend of what you want to do.
    Personnaly I've made a tool that is able to build an libpcap file base on descirptions of packets. This tool is also abble to send these packet to the network. For this I've used libnet, libpcap and libars (from the HPING 2/3 tool).
    If you want to merge packet from two libpcap file simply use merge cap give with tethereal.
