What do you mean by "the ARCNet"?  And how are "TCP/IP over ARCNet" or 
"Ethernet over ARCNet" not "the ARCNet" if they're running over ARCNet?
What Ethereal gets, when capturing on a network interface, is what the 
driver for the network interface, the OS's packet capture mechanism, 
and libpcap/WinPcap support.
The original contributor of Ethereal's ARCnet support was, I think, 
using it on Linux.  You'd have to ask him (Peter Fales) for details on 
ARCNet support.  I don't know whether he, or anybody else, has tried it 
on any of the BSDs, or on Windows.
